In a bid to encourage entrepreneurship among the youth of Assam, Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma announced a new scheme during the cabinet meeting held on 12th September 2023. The name of the scheme is Chief Minister's Atmanirbhar Asom Abhijan (CMAAA). Atmanirbhar Asom is basically an initiative to support the budding youth in their entrepreneurial journey through robust monetary and policy support.
The "Chief Minister's Atmanirbhar Asom Abhijan" is a visionary initiative aimed at addressing the issue of unemployment and fostering inclusive progress in the state. By empowering the youth with self-employment opportunities and seeking collaboration from various stakeholders, the government is taking a significant step towards building a more self-reliant and prosperous Assam. This holistic approach not only benefits individuals but also contributes to the overall socio-economic development of the state, creating a brighter future for all its residents.
Through this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years - 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. Online registration for the second phase of the Atmanirbhar Assam Scheme starts on 18th October 2024.

Objectives of Chief Minister's Atmanirbhar Asom Abhijan
Under this initiative, the government is taking the inaugural step to lay the foundation for a brighter future. The key objective is to enable unemployed youth to become self-reliant by providing them with the necessary resources, guidance, and support. This includes training programs, financial assistance, and access to markets.
The government has outlined various components and strategies to achieve the objectives of Mukhyamantrir Atmanirbhar Asom Abhijan. These include:

Eligibility Criteria of Atmanirbhar Asom Scheme
The beneficiaries of Atmanirbhar Asom Scheme should fulfil the following criteria:
CMAAA 1.0: The applicant must not be a beneficiary of CMAAA 1.0
Residentship: Applicant should be a permanent resident of Assam.
Age Limit: The age of the applicant should be within the age range of 28 to 45 years as on 1st April 2024.

Educational Qualification:
Non-Professional Course Category:
# General Category: Applicant should be minimum Class 10 passed.
# OBC, SC and ST category: Applicant should study up to Class 10.
Professional Course Category:
# Applicant must possess at least 4 years Degree in the field of Engineering, Medicine, Agriculture, Veterinary & Fishery.
Professional Skills: The applicant should possess skills, experiences, knowledge, etc., to undertake the income generating activities.

Bank Account: The applicant should have a Scheduled commercial bank account, which has been opened before 1st April 2024.
Loan Defaulter: The applicant should not have defaulted any loan taken from any scheduled commercial Bank in the past.
Family: Not more than one member from any family shall be eligible for availing benefit under this scheme. For the purpose of the scheme, family mean Husband, Wife, Brother and Sister.
Employment Exchange Registration: Applicant must be registered in Employment Exchange of Assam .

How to Apply for Atmanirbhar Assam Scheme?
Interested and eligible youths may apply online for availing benefits of these scheme once the official portal goes live. As per information received, the online portal will start receiving applications from 18th October 2024 onwards. Applicants may follow below mentioned steps to apply online for Mukhyamantrir Atmanirbhar Asom Abhijan.

# After successful completion of all above steps make registration fee payment as per your category and submit the form.
# At the end, an acknowledgement receipt will be generated against the submitted registration form .
Applicants already signed up in CMAAA 1.0 and who is not a beneficiary of CMAAA 1.0 need not to sign up again for CMAAA 2.0 and can log in using their old credentials.

Salient Features of Atmanirbhar Asom Scheme

Financial Assistance
Financial assistance shall be a combination of Government grant plus interest-free Government loan to be repaid after 5 years to establish micro-enterprise/ service units. The beneficiaries, as per their eligibility will receive 2 lakh or 5 lakh in two installments.
Skill Based Training
Selected beneficiaries will have to undergo 1-month training in selected educational/ skill training institutions for enhancing entrepreneurship, management and accounting skills. During this period, Rs 10,000 shall be granted as stipend to participating beneficiaries.
